Common Humanitarian visa is issued to foreign citizens entering the Russian Federation with the aim of establishing, renewing or strengthening academic, cultural or socio-political ties, taking part in sports, religious activity or charitable work, as well as supplying humanitarian aid.
This visa is issued on the basis of an invitation issued by the Federal Migration Service of the Russian Federation (FMS of Russia), in accordance with the legislation of the Russian Federation at the petition of the Russian educational institution, at the petition of Russian national sport federations and the National Olympic Committee of the Russian Federation, or on the basis of a decision by the Ministry of Foreign Affairs of the Russian Federation (MFA of Russia).
The persons participating in scientific, cultural and artistic activities (including university and other exchange programs), as well as the participants of international sports events and persons accompanying them in a professional capacity may be issued common humanitarian visa on the basis of a written invitation* of a host organization an invitation of a state authority responsible for the development of sports, as well as hosting sports federations or the National Olympic Committee of the Russian Federation.

Humanitarian visas may be single entry or double entry with a period of validity of 90 days, or multiple entry and valid for 1 year (unless otherwise stipulated by an international treaty of the Russian Federation).
Visa fees vary depending on the nationality of the applicant, visa type, number of entries and processing time.
Please note that in addition to the visa fee applicants are required to pay the Russian Visa Application Centre Service Charge of 280HKD for each visa application.
Payments can be made at the Russian Visa Application Centre in Hong Kong dollars in cash only.
All payments made are non-refundable.

Passport: original and copy of its vital pages
Passport must have at least two empty pages and must expire not earlier than in six months after trip to Russia
